Oil prices fall on fresh worries about economy

The price of oil fell 2.2 percent Friday after disappointing U.S. corporate earnings and a drop in existing home sales sparked worries again about the global economy.

Benchmark oil fell $2.05 to finish at $90.05 per barrel in New York. Brent crude, which is used to price international varieties of oil, dropped $2.28, or 2 percent, to end at $110.14 per barrel in London.

Several companies delivered weaker-than-expected third-quarter results, including Microsoft and McDonald's. In addition, the National Association of Realtors said sales of previously occupied homes fell 1.7 percent in September from August in part because of fewer houses on the market.

Oil traders also worry about Europe's efforts to resolve its debt crisis and China's slower growth.

"It doesn't look as if there's a clear-cut signal whether we are going to have a significant downturn in the global economic activity which is going to translate into lower demands for energy," Tradition Energy oil analyst Gene McGillian said.

Meanwhile, TransCanada said it will restart a pipeline this weekend that carries crude from Canada to the Midwest. The 2,100-mile Keystone pipeline was shut down Wednesday after tests showed possible safety issues.

Oil traders largely consider the temporary closure to be a non-issue because U.S. crude supplies are plentiful. Analysts don't expect any impact on national retail gasoline prices.

At the pump, retail gas prices fell 2 cents overnight to $3.715 per gallon, according to AAA, Wright Express and the Oil Price Information Service. That's nearly 10 cents less than a week ago but 24 cents more than last year at this time.

In other energy trading in New York:

? Heating oil fell 5 cents to finish at $3.13 per gallon.

? Wholesale gasoline fell 5 cents to finish at $2.70 per gallon.

NOAA: Warm winter in West, but East? Who knows

WASHINGTON (AP) ? Federal meteorologists are forecasting a milder and drier winter for much of the western United States, but say they are stumped about what will happen in the East.

The National Oceanic and Atmospheric Administration Thursday predicted a warm winter for west of the Mississippi River with a cooler patch for Hawaii and the Florida peninsula.

Officials forecast a drier than normal winter for a region from the Pacific Northwest to Nevada, as well as Minnesota, Iowa, Wisconsin and northern Missouri. Much of the southeast should be wetter than normal.

The first full day?s program was capped by a panel of Education Technology leaders, Linda? Roberts, director of technology for the DOE during the Clinton administration, John Bailey, who held that DeptEdTechposition during the GW Bush years, and Karen Cator, who is currently in that role.? They shared insights about major trends including the impact of such trends as mobile and wireless and personalization.? They agreed that the policy impact was enormous in the establishment of eRate, and that cloud computing has shifted companies from annual software releases to iterative modifications and improvements to Internet delivered learning.? This is really interesting since for many years the stability of software throughout the school years was such a factor in product selection for so long. ?

Most valuable to all of the companies in our industry was the announced release of State Education Policy Center, (SEPC) which has been created as a repository of state policies at http://sepc.setda.org/.? ?This award is about more than making the world sustainable ? it?s also about improving the communities where we live,? he said.

The Indigo system makes solar energy affordable to off-grid communities, who have no access to a central electricity source, and eliminates the need for expensive up-front investments in solar equipment and electrical hook-ups.

Users pay for the system over an 18-month period by purchasing scratch cards such those used to top-up mobile phones worldwide. One scratch card provides enough solar energy to power two LED lights and a mobile phone charger for a week, and costs about half of what residents would otherwise spend on fuel for polluting kerosene lamps.

The 6,000 families in Kenya, Malawi, Zambia and South Sudan who already have the Indigo system, which uses thin-film solar technology first developed at Cambridge University, can expand it at the end of its pay-off period to get more power.

?We are thrilled to be the first winner of Sustainia Award. This award and the remarkable work associated with it will raise awareness of our technology and the great impact the solar panels have for people, whose only alternative is smoke-filled unhealthy kerosene,? said Azuri chief executive Simon Bransfield-Garth in a statement.

Over the next year, Sustainia and its partners will help the winner promote widespread adoption of the solution through investor match-making, media outreach and appearances at international conferences.

The winner also has the right to use the title ?Nobel Sustainability supported Clean Tech company 2012?, a label granted only to those chosen by the charitable funding group Nobel Sustainability Trust of Nobel Peace Prize fame.

Judges wants to see NFL bounty documents

NEW ORLEANS (AP) ? A federal magistrate judge has ordered NFL Commissioner Roger Goodell to provide the court with documents related to the league's bounty investigation of the New Orleans Saints.

The order by Magistrate Daniel Knowles on Tuesday came in response to suspended linebacker Jonathan Vilma's efforts to initiate the discovery process in his defamation case against the commissioner. Vilma has said the NFL has allowed him to review only a fraction of documents related to bounty matter.

Knowles issued a compromise order in which only the court, and not Vilma, may see the documents ? including reports of interviews with witnesses ? before a subsequent order is made on whether to allow discovery to proceed.

NFL spokesman Greg Aiello said league officials have already discussed the order with Knowles and have agreed to comply.

The order comes a day after Vilma re-filed a related lawsuit in the same New Orleans federal court asking for his season-long suspension to be overturned. That lawsuit also has argued that the NFL has failed to fully disclose its evidence in the bounty investigation.

The NFLPA filed a similar request on behalf of three other current or former Saints players suspended in the probe: Saints defensive end Will Smith (four games), free agent defensive lineman Anthony Hargrove (seven games) and Cleveland linebacker Scott Fujita (one game).

The players' lawsuits contend that Goodell is incapable of acting as a neutral arbitrator in the bounty matter, in large part because his public statements soon after the NFL's investigation was made public last March indicated that he already had determined the guilt of the players before the disciplinary process began.

Vilma, who has his own lawyers, and the NFLPA also contend that the bulk of witness testimony in the bounty probe came from former Saints defensive coordinator Gregg Williams and former Saints defensive assistant Mike Cerullo. They both have provided the NFL with sworn declarations backing allegations that the Saints had a pool that rewarded defensive players with cash for hits that injured opponents, and that Vilma offered $10,000 to anyone who knocked then-Minnesota Vikings quarterback Brett Favre out of the 2009-10 NFC title game.

Attorneys for the punished players say those two witnesses lack credibility because Williams is suspended indefinitely and his reinstatement hinges on his cooperation, and because Cerullo was fired by the Saints and had a vendetta against the club.

All four of the players are technically eligible to play this weekend because their appeals of their suspensions within the framework of the NFL's labor agreement are pending. Goodell has scheduled their appeal hearings for Oct. 23 and could rule soon afterward.

In the meantime, the players are hoping U.S. District Judge Ginger Berrigan will ultimately issue a ruling that voids Goodell's decision to suspend the players and order a neutral arbitrator to handle any further discipline in the matter.

Activists in Venice and northeastern Italy want to restore independence to the region, which had been a republic for more than 1,000 years before falling to Napoleon in 1797.

It was once one of Europe?s richest trading powers, with its ships and merchants found across the Mediterranean.?Venice's glory days have long since passed, but it is now rekindling?its heritage and weighing a return to independence from Italy.

It may seem fanciful, but a burgeoning independence movement is confidently predicting that it will achieve nationhood before two of Europe?s other restive regions, Scotland and Catalonia.

It certainly has the historical pedigree ? Venice was an independent republic for more than 1,000 years. That era came to an end in 1797 when it was invaded by Napoleon?s armies, who deposed the last doge, the traditional leader of the Venetian republic.?

Now activists want to carve out a new country in northeastern Italy which would comprise Venice, the surrounding region of Veneto and parts of Lombardy, Trentino, and Friuli-Venezia Giulia, which borders Slovenia and Austria.

The ?Repubblica Veneta,? as it would be known, would encompass about 5 million people.

It would be based on the region?s historical differences from the rest of Italy, ranging from a distinct dialect to its close links with the Adriatic.

Parallels with Catalonia

As with Catalonia, the economic crisis that has swept across Europe has fueled Venetians? resentment against central government control.

Like Catalonia, the region of Veneto, which encompasses the lagoon city, is a wealthy part of the country that has long bridled against the amount of money it pays in taxes to the national government.

Those taxes have only become heavier, as Rome seeks to tackle its 1.9 trillion euro national debt.

?The recession has badly hit small- and medium-sized businesses and the economic situation here is really desperate,? says Lodovico Pizzati, a former World Bank economist who heads the newly-formed Indipendenza Veneta political party.

?Of the 70 billion euros we pay in taxes to Rome, we get back about 50 billion euros, directly and indirectly. We are losing out on 20 billion euros a year ? that?s a lot of money for five million people,? said Professor Pizzati.

Recent polls have shown a high level of support for Venetian independence. A survey last month by Il Gazzettino, a local newspaper, found that 70 percent of respondents were in favor of independence. A similar poll conducted by another Italian daily newspaper, Corriere della Sera, in September put the level of support at 80 percent.

In May, shortly after the movement was formed, activists presented a pro-independence petition with 20,000 signatures to Luca Zaia, the governor of the Veneto region.

Mr. Zaia is also in favor of independence, although he is a member of a rival political movement, the Liga Veneta, which is allied with the Northern League, a party that has long called for devolution for the whole of northern Italy.

He said last week that Venetians are tired of being ?slaves of Rome,? claiming that the central government had long ignored the region?s grievances.

Limited action

While surveys suggest strong support for independence, that has yet to translate into the sort of mass mobilization seen on the streets of Catalonia, where last month more than a million people took part in a rally demanding separation from the rest of Spain.

Indipendenza Veneta held a rally in the middle of Venice last weekend, calling for an urgent referendum to be held on the independence issue.

Organizers said 2,000 people turned up, but the police said the number was more like 500.

The crowd waved red and gold banners portraying the lion of St. Mark, a symbol of La Serenissima (the Most Serene) as the Venetian republic was once known.

Activists were ferried across the Grand Canal in gondolas to deliver a ?declaration of independence? to the headquarters of the Veneto regional government.

Any move toward Venetian independence will be fiercely resisted by the rest of Italy, which only last year celebrated the 150th anniversary of the Risorgimento, or unification of the country after centuries under foreign rule.

Venice, in fact, only joined Italy in 1866, five years after the unification of the rest of the country, and many Venetians claim the decision was made under duress.

Any move by Rome to block calls for independence would be a violation of Venice?s right to self-determination, says Pizzati, who lectures in economics at Venice?s Ca? Foscari University.

?We?ve gained a lot of momentum from what is happening in Scotland and Catalonia and things are moving fast,? he added.

Windows 8 prices set, pre-orders begin

Microsoft?opened its Windows 8 operating system for pre-orders on Friday, setting the price for an upgrade to the full version of the software at $70 for a DVD pack.

Users can also wait for launch on Oct. 26 to download the system onto their computers for $40, an offer price that will expire at the end of January. PCs running Windows XP, Vista and Windows 7 will be able to upgrade to Windows 8.

Shoppers can reserve the software pack at Microsoft's own stores, Amazon.com, Best Buy, Staples and elsewhere. Microsoft has not yet announced the price of the full software to install from scratch, as opposed to the upgrade. The current price for a comparable version of Windows 7 is $200.

Any customer who buys, or already bought, a Windows 7 PC between June 2 and the end of January 2013 will be able to get an upgrade to Windows 8 Pro for $15, a move designed to prevent a drop-off in PC sales before the launch of Windows 8.

Microsoft also said PC makers such as Acer, Asustek, Dell, HP, Samsung and Sony were also now taking pre-orders for machines with Windows 8 pre-installed.

The world's largest software company did not mention its own Surface tablet PC, which is expected on the market at the same time as Windows 8. Microsoft has not revealed the price of the product it hopes will challenge Apple's iPad.

Growing mobile ad firms nip at Google's heels

When Auntie Anne's, the pretzel chain, wanted to tempt moms in Atlanta shopping malls with free offers, it dished out coupons through smartphones that could be redeemed immediately for a free drink or other specials.?

But while the moms received the coupons on their iPhone or Android device, the power behind the campaign was not Google or Apple ? it was Millennial Media, a nimble 6-year old independent that has grabbed the No. 2 spot in mobile advertising.

Google is No.1, but the flexibility of smaller rivals is helping them catch up in a market that is expected to triple in size to more than $20 billion in the next three years, according to market research firm Gartner.

Smaller firms have the freedom to reach users who use any mobile operating system, unlike Apple, which promotes advertising on its Apple iOS platform, and Google, which handles advertising across all devices but also has its own platform, Android.

"Advertisers want to be able to reach the broadest population they can and in the mobile world, where the platforms are fragmented, this gives an opening to the providers who are truly platform neutral," Gartner analyst Andrew Frank said.

Google held 24 percent of the U.S. market last year, while Millennial had 17 percent and Apple 15.5 percent, according to market research firm IDC. Jumptap held 9.5 percent, Yahoo 7.5 percent and India's InMobi 2.2. percent.

Ireland-based Velti Plc is also chasing market share.

Investors are taking notice.

While Facebook has been pilloried for lacking a mobile strategy, shares of Millennial have jumped 76 percent from a low of $9 in early August. Shares of Velti have leaped 59 percent from a life low of $4.99 on July 25.

Millennial, a roughly $1 billion company, is a great bet for someone looking for investments in mobile advertising, said Steven Dray, a portfolio manager at investment firm AlphaOne Capital Partners LLC.

"When you get to brand advertising, which is eventually going to be a huge pile of money that's going to move from traditional advertising to mobile, I think that's where Millennial and some of the smaller players could have very good success," Dray said.

AlphaOne bought into Millennial after its initial public offering in March and holds about 40,000 shares in the company.

Despite the run-up in their shares, the smaller firms have not run ahead of the sector. Millennial trades at 4.3 times forward 12-month sales and Velti trades at 1.3 times.

While their businesses are obviously much bigger and more varied, Google trades at a multiple of 4.6 and Facebook at 6.7.

As consumers increasingly surf the Web on the go, advertisers are looking to ply them with targeted information about nearby restaurants, pubs, theaters, shops and salons.

But there's no point pitching a shampoo to a skinhead, so the secret sauce for advertisers is user information ? and Millennial's trove of user data is what CEO Paul Palmieri is counting on to give his firm an advantage.

Millennial gathers "first-party" data ? information that users provide to a publisher, or that is gleaned from surfing habits that website owners share with advertising companies.

"It is also valuable to users because the more targeted-advertising they get, the more relevant their experience ends up being," Palmieri said, although analysts say the privacy issues this raises are yet to be resolved.

The smaller companies tout their tight focus on the mobile sector, rather than worrying about how that fits in with online advertising.

"We only focus on mobile. Google on the other hand has many different things to worry about. Yes mobile is important, but is it the most important? Probably not," said InMobi CEO Naveen Tewari, although he is not complacent about the challenge.

"The only way to compete with (Google) is by innovating faster," said Tewari, who expects his 850-person company to report billions of dollars in revenue in a couple of years.

Rising competition
But the big guns are not far away. The entry of Facebook and Twitter is expected to change mobile advertising.

Facebook, which declined to comment for this story, is investing heavily in improving mobile applications and creating new metrics to measure the success of mobile advertising ? a move expected to give a fillip to the wider market.

"There is a lack of maturity in the metrics that are available for measuring mobile campaigns," Gartner's Frank said.

"That's where there's an opening for innovation that some of the larger companies are not able to satisfy today."

Twitter, too, expanded its advertising program for the iPhone and Android devices and now sells promoted tweets and advertises promoted accounts on its mobile applications timeline, rather than only on a search page.

And Google is determined not to lose its No.1 spot. It bought mobile ad platform AdMob in 2009 and its YouTube video service recently launched a new iPhone app that carries video advertisements.

The success of iPhones and Android smartphones and the fact that Google owns many popular mobile applications also helps push its mobile advertisements.

Google reported a revenue run-rate of $2.5 billion from advertisements viewed on mobile devices when it announced second-quarter earnings in July.

Road blocks
The mobile advertising model has its detractors, and some have groused that the small screen on mobile devices makes viewing advertisements difficult, while a lack of good mobile websites might keep away potential viewers.

Users tend to spend less time on their mobiles in one go and advertisements have to be designed for short attention spans.

"I think it's still a struggle. Most of the advertising that you see on mobile devices today is still predominantly not very well targeted or not very granually targeted," Frank said.

Uncertainty about how best to advertise on mobile platforms is holding back the valuations of mobile advertising firms, Baird and Co analyst Colin Sebastian said.

While industry-standard measurements are lacking, the companies argue that mobile advertising has five times the click-through rate of online advertising.

"You can touch the ad, flip the ad, move the ad, you can do things that you cannot do on a PC. Your interactivity levels are very high," Tewari said.?
