CARACAS, Venezuela ? Venezuela's government postponed next week's summit of Latin American leaders on Wednesday, citing President Hugo Chavez's health as he recovers from surgery in Cuba.

The decision to put off the July 5-6 meeting until later this year was announced shortly after new videos aired on state television showing Chavez chatting with Fidel Castro in Cuba, appearing lucid and talkative. Chavez's televised appearance broke a long post-surgery silence that has prompted speculation about his health.

"The president is in the middle of a recuperation process and extremely strict medical treatment," the Foreign Ministry said in a statement.

As a result, it said, Venezuela consulted with other governments and decided to postpone the gathering of Latin American and Caribbean leaders on Margarita Island.

Chavez had been expected to host the summit on the 200th anniversary of Venezuela's declaration of independence from Spain. He promoted it as an event to move ahead with the development of a 32-nation regional bloc, the Community of Latin American and Caribbean States, that excludes the United States and Canada.

The Venezuelan Foreign Ministry said it will work with other countries to schedule a new date for the summit in Venezuela later in the year. It remained unclear how soon Chavez might be able to return home.

Footage of Tuesday's encounter in Cuba showed Chavez and Castro in a garden chatting amiably about old times and discussing a Cuban newspaper article about school uniforms. It then cut to them seated indoors having an animated conversation.

"Today's newspaper, today's front page," Chavez said, reading the headlines in the Venezuelan state newspaper El Correo del Orinoco.

They talked about socialism and laughed as Chavez recalled a visit by Castro to Venezuela years ago when they ventured down a jungle path through vines.

Chavez has been largely out of sight since the government announced June 10 that he had undergone pelvic surgery. He spoke once in a telephone call to state television two days after the operation, and appeared in photographs alongside both Fidel and Raul Castro that were published June 18.

A series of photos and short video clips were shown on Cuban and Venezuelan television Tuesday night, but the footage shown Wednesday was longer and included audio of their conversation.

Vice President Elias Jaua said the latest images show the 56-year-old Chavez is clearly getting better.

"The president is in the process of recuperating, and he has a right to recuperate," Jaua told state television. "He has the right to take the time necessary to recuperate."

He said Chavez was on top of his duties and worked on military issues and other matters Wednesday. He did not provide other details about Chavez's health, nor say when he was expected to return home.

Venezuelan and Cuban state television both aired the footage, which lasted about 20 minutes. It began with Chavez arriving and greeting Castro with a salute and the slogan "Fatherland or death, we will be victorious!"

The two stood outdoors with palm trees in the background, surrounded by attendants. Castro wore a blue track suit jacket and a red cap of Cuba's national baseball team, and Chavez had on a warm-up jacket in the colors of the Venezuelan flag.

They both read aloud from the front pages of official newspapers Granma and Juventud Rebelde, and discussed current events and moments in Latin American history such as the 1973 coup in Chile.

Chavez recalled a conversation with Nicaraguan President Daniel Ortega about that country's history.

He also reminisced about his days as an army paratrooper, saying: "The first time I jumped out of a plane was also the first time I flew in one."

After a cut, the two were seen walking and then indoors chatting with Chavez's daughters and a granddaughter, who also read from Granma.

Chavez has said the surgery removed a pelvic abscess, yet a lack of details about his condition has fed speculation in Venezuela that the president might be seriously ill.

Some of Chavez's political opponents were not convinced Chavez looked healthy in the latest videos, and said he appeared thinner than usual.

Jaua has led government events in Chavez's absence, and the leftist president's elder brother, Adan, rallied supporters at a Sunday prayer meeting for Chavez's health.

Uruguayan President Jose Mujica, a Chavez ally, said before the announcement of the summit cancellation that he expected the Venezuelan leader to be home in time for the country's independence anniversary July 5.

Speaking on a television program in Uruguay on Tuesday night, Mujica joked that "Fidel Castro kidnapped Chavez to ensure his recovery."

"Chavez is very temperamental," Mujica said. "They operated on him and he needs about 20-something days of recovery. Fidel practically kidnapped him, didn't let him go, because he didn't trust that in Venezuela (Chavez) would pay attention to the treatments."

Mujica didn't say whether he had spoken with Venezuelan or Cuban officials about Chavez's condition.

Home Depot accused of violating Buy American Act (AP)

SAN FRANCISCO ? The photograph on Home Depot's website shows a line of smiling soldiers unloading a truck stacked with power tools and other company wares.

The company says this shows "federal dollars go farther at The Home Depot." San Francisco Attorney Paul Scott says the photo also shows the company providing Chinese-made products in violation of the Buy American Act, and the U.S. Department of Justice is investigating.

A federal judge in April refused Home Depot Inc.'s bid to toss a whistleblower lawsuit Scott and other attorneys filed against the Atlanta-based company. Now the country's largest home improvement retailer is the latest company accused of running afoul of the Buy American Act, a 1933 law aimed at protecting U.S. jobs. The law requires that all materials used in construction of public projects originate in the United States or "designated countries."

Like most protectionist trade provisions, the Buy American Act has its supporters and detractors.

Proponents support the act as a way to boost the economy and preserve U.S. jobs. Critics complain the law limits the government's ability to make the best purchase on price and quality. Further, they argue that complying with the letter of the law is difficult, given the many exemptions and the reality that the component parts of many products originate in multiple countries. In addition, the law's critics say it's especially difficult for large companies such as Home Depot that carry thousands of products to ensure it follows the law with every government transaction.

The law has been through many revisions, and trade agreements with Canada, Israel and several other countries allow for use of material made in those countries. In the decades after its enactment, the law was little used. But with the explosion of international trade a number of companies have been accused of violating the Buy American Act over the last several years.

Earlier this year, the national hardware distributor Fastenal Co. agreed to pay $6.25 million to resolve DOJ claims made after a government audit found among other things that it violated its contract with the General Services Administration by providing Chinese-made goods.

Fastenal said in a statement that it settled because "we continue to believe that we complied with our obligation under the GSA contract in all material respects. However, we felt a continuation of our dispute with the DOJ and GSA was not the best use of our resources."

In the last six years, Staples Inc., Office Depot Inc. and OfficeMax Inc. have paid a combined $22 million to settle government claims they violated the act. In 2008, the Department of Justice announced that W.W. Grainger Inc. agreed to pay $6 million to settle claims the company overcharged the government and provided it with Chinese and Taiwanese products in violation of the Buy American Act.

At issue in the Home Depot case are GSA "schedule" contracts. Those contracts authorize any government agency to purchase tens of thousands of products from the company's website.

The lawsuit alleges that up to half of those products are made in China and other non-designated countries. The lawsuit was filed by two employees of another government contractor in 2008 that claimed their employer, the Actus Lend Lease Co., supplied noncompliant material in several military housing projects.

Before Actus was dropped from the case this year after paying an undisclosed amount of money to settle, lawyers discovered allegations that one of its corporate partners ? Home Depot ? was also violating the law.

The two Actus employees initially filed the so-called whistleblower lawsuit under seal, as all such claims on behalf of the government are filed. That gives the DOJ a chance to investigate the claims and decide if it wants to take over the lawsuit, which seeks to recover damages on behalf of the government.

All damages recovered are split between the government and the plaintiffs filing the lawsuit, with the government always receiving a larger amount.

Last year, the judge denied the government's request to keep the lawsuit under seal so it could continue its investigation.

After the lawsuit was made public, Home Depot asked the judge to dismiss the case, noting the government's non-intervention in the case. In March, federal prosecutors fired back at Home Depot with a court filing stating that it "would be erroneous to assume that the government's lack of intervention reflects its conclusion that the case lacks merit."

The DOJ continues to investigate the issue and still has not decided whether to join the case.

In court filings and a brief interview, Home Depot officials argue they have complied fully with the terms of the contract and the Buy American Act.

"We would never knowingly sell prohibited goods under any circumstances, and we have been cooperating with the government to provide requested information," said Home Depot spokesman Stephen Holmes. "We believe the plaintiffs have an inaccurate view of the facts, so we look forward to presenting our side of this case as the process moves forward."

A judge has scheduled a trial for early next year.

The Central Bank of Kenya (CBK) has licensed another micro-finance institution as it seeks to make financial services accessible to more people.

Rafiki Deposit Taking Micro-finance Kenya Limited, which is wholly owned by Chase Bank Limited, is also the first deposit-taking micro-finance (DTM) institution to belong to a commercial bank.

?Rafiki Deposit Taking Micro-finance Limited becomes the sixth deposit taking institution to be licensed following the licensing of four nationwide and one community-based deposit taking micro-finance institutions,? said Prof Njuguna Ndung?u, the CBK governor. The move would improve service to customers served by the institutions, he said.

?The emergence of commercial banks into the micro-finance arena will promote competition; enhance innovation, efficiency and outreach,? he said, adding that the growth of the institutions would boost financial inclusion.

The first such institution ? Faulu Kenya Deposit Taking Micro-finance Limited was licensed in May 2009 followed by Kenya Women Finance Trust Deposit Taking Micro-finance Limited, which was licensed in April 2010.

Uwezo Deposit Taking Micro-finance Limited ? the first community microfinance institution, which operates in Starehe division in Nairobi was licensed in November 2010. According to the CBK, the institutions can operate nationwide or as community based DTMs, the main distinction between the two being a minimum core capital requirement of Sh60 million and Sh20 million, respectively.

While a nationwide DTMs may establish operations in any part of the country, operations of a community DTM are restricted to specific administrative boundaries.

Small and Micro Enterprise Programme, a deposit taking micro-finance, was licensed in December last year followed by Remu, which was licensed in January this year.

Prof Ndung?u said that as at the end of April this year, the deposit taking micro-finance institutions had 47 branches nationwide, had mobilised deposits worth Sh9 billion with a total loan portfolio value of Sh15 billion.

The total number of active deposit accounts and loan accounts at the DTM?s stood at 1.3 million and 0.5 million, respectively.

TORONTO ? Jermaine Jackson performed a nostalgic tribute concert Friday to his late brother Michael Jackson to mark the second anniversary of the pop star's death as part of the 12th Indian International Film Awards festivities in Toronto.

Dressed in a Michael Jackson-inspired outfit, complete with a red military-style jacket, V-neck white shirt, fitted black slacks and a black cummerbund with an emblazoned number "5," the former Jackson 5 performer sang a medley of his brother's hits including "Scream," "Wanna Be Startin' Somethin'" and "Can You Feel It."

"This is a special moment in the show because it's a tribute to my brother," said Jackson moments before joining Indian singer Sonu Nigam to perform "This is It," a song written by Nigam after the megastar's death, which the singers dedicated to the pop icon on stage.

The pair performed at IIFA Rocks, a Bollywood-inspired concert and fashion show bonanza which is part of the academy's three days of film, song and dance that culminates in Saturday's awards ceremony, often referred to as the Indian Oscars.

IIFA Rocks also kickstarted the awards portion of the weekend by giving away some technical film awards in between bouts of fashion runway shows and high-energy musical performances.

Romantic comedy "Band Baaja Baarat" and the action movie "Dabangg" led the pack, each scooping three awards.

Toronto's Ricoh Coliseum was packed with excited Bollywood fans who could hardly contain their excitement when South Asian superstars including "Slumdog Millionaire" actor Anil Kapoor, Bollywood king Shahrukh Khan and veteran stage and film star Anupam Kher took to the stage to announce the winners.

The cheering was so raucous when the venue's camera monitors' flashed on Bollywood superstars sitting in their seats that it sometimes drowning out the hosts, that "When we're speaking, please don't put close-ups of big movie stars on the screen," joked co-host Karan Johar, drawing laughter from the crowd.

Johar and co-host Anushka Sharma alternated between English and Hindi throughout the evening.

Sharma was treated to a hug by Shahrukh Khan, often referred to as "King Khan," whose close-ups on the monitor screens drew the loudest cheers.

"I'm tired of girls giving me a hug. I want a deep passionate kiss," said Khan.

"You're forgetting what would happen at home if that happened," smirked Johar.

Khan retorted, "We're thousands and thousands of miles away. What happens in Toronto, stays in Toronto." But in the end, he played it safe with a big bear hug for the bombshell Bollywood actress.

Much of the evening's music was provided by Shankar Ehsaan Loy, a musical super group consisting of Shankar Mahadevan, Ehsan Noorani and Loy Mendonsa, who also won an award for best background score for their work on "My Name is Khan," starring Shahrukh Khan.

But the real musical superstars were British-Canadian bhangra trio RDB, whose energetic performances with singer Veronica and two players of the drum-like dhol, got the audience shaking their shoulders in their seats and cheering excitedly.

Browsing in malls at the domestic department to choose the perfect bookcase is not ideal. Why choose bookcases that are too high for the children to reach when you can buy one at the store for children? Kids bookcases are designed especially for the stature of the kids. These are not too high or too small for them. They are just the right size for them to reach when placing or getting their books. They come in different colors and designs to suit each taste of the kids.

So after reading those books they can be placed at their very own bookcases not anywhere inside the house. If the children need to find books that they want to read, they do not have to look everywhere for them because they can be found in one place. Parents can also be benefited by them in a way. Reward them when they clean their things with simple yet useful things such as watches for kids. Kids will be enticed because the straps of some fine watches can be replaced. Children are very happy with whatever reward you give them but they have to be something that they can relate with to ensure their activeness in whatever they are doing.

Since there are plenty of books bought for the children already, arranging them properly are not as hard as it seems. You can use different methods in compiling these books but two uncomplicated techniques are enough for them. Kids are simple minded creature so no need to use complex methods. Simply arranging them alphabetically regardless of the height of the book is the easiest way of organizing them. This method does not take much effort but this is actually the fastest way of locating a book. Kids can choose whether they want to start with letter A or the other way around.

This next method is an improved version of the alphabetical method. Simply arranging the books alphabetically and placing them in the bookcase is a bit untidy because of their heights. One book may be much bigger than the next one. So, basically, arrange them via height first, the books that have relatively same height are clustered together then arrange them alphabetically before placing them in.

These two methods will surely keep the books look tidy in the bookcase. Whether using the alphabetical method or the improvised one is not something hard to do. And the right kind of bookcase is ideal for the kids because of how it is designed for their sizes. Plus, you can always use reward system to get them fix their things indefinitely. As example, giving the kids fine watches that can change their straps with any color can make them very enthusiastic about cleaning. Method or no methods at all are futile if parents are not able to get their kids a bit lively with the activity.

TORONTO (AFP) ? Legendary Bollywood action film star Dharmendra Singh Deol worried about his daughter Esha Deol's safety while doing her own stunts in the new film "Tell Me O Khuda," he said Saturday.

"I was worried for her, but she said, 'I have the blood of (Dharmendra) in me. My father did it, why can't I do it,'" the Deol family patriarch told a press conference.

Neither would comment on the stunts themselves, except to say that in one scene Esha dangled from the cliffs of Goa, high above the Indian Ocean.

The film, about an orphaned girl in search of her father, is to be released in September and marks Esha's return to acting after a two-year absense. It was directed by her mother Hema Malini.

The entire family, including Sunny and Bobby, were in Toronto for the Indian International Film Academy awards.

me and my brother are 13 and 12 so we arent really old enough for a job but we both want to make money so we bought ourselves a camra and we r gonna start a small photography thing selling printed pics of peoples pets? how do we start? and what should the flyers say?

First things first: Learn to use your camera. People won't buy pictures of their pet unless they are much better than the ones they can take themselves. So you have to learn and practice until you are better than the average snap shooter. This will not happen in a week or two.

After you learn your camera, know how to use the settings, have a basic understanding of exposure, composition and lighting, and can get well exposed and clear shots in almost every shot, it is time to get in some animal practice. Use your own or the neighbor's pets for models. Eventually you might visit the local animal shelter and offer to take pictures of the pets for adoption (for free) perhaps they might use some in their ad or bulletin board. if you do a good job, some of the attendants or new adoptive parents might be interested in having you do some pet portraits. Doing some volunteer work at the shelter will pay off in many ways, for your personal growth, in the possibility of building your business, and most importantly for the unfortunate animals who need help.

Good luck. This won't be as easy as you are thinking. maybe you will have the perseverance to see it through!

To run a photography (or any other business) you need a little more than just the tools.
You need skills and knowledge of both the trade and business itself.

Just who exactly do you think is going to hire a couple of kids with absolutely no experience to take their pet portraits??

Slow down, by all means get a camera but then spend at a minimum 1-2 years learning about photography and whilst you are doing that read up on business as well.
