The Government of Canada has announced that they will make further changes to strengthen the Temporary Foreign Worker Program, following on from the Economic Action Plan 2013.?
New implementations include a ?user fee? for employers. Jason Kenney, the Minister of Employment and Social Development, stated that the ?government?s number on priority remains jobs, economic growth, and long-term prosperity. These additional reports help ensure that Canadians are first in line for available jobs.?
As of July 2013, changes include a new $275 processing fee for every Temporary Foreign Worker position requested through a Labour Market Opinion, more stringent language options for the requirements (only English and French now allowed), and employers must make greater efforts to hire Canadians before advertising for foreign workers.
The main aim is to reduce the tax payer burden for the program, as public funds were previously used to process applications that often did not lead to a work permit being issued. This also increases efficiency as it dissuades employers from applying for Temporary Foreign Worker positions that they do not fill.
These reforms do not apply to on-farm primary agriculture positions covered by the Seasonal Agricultural Worker Program or the Agricultural Stream.
Minister Kenney said, ?the reforms announced today and in recent months further strengthen the integrity of the Temporary Foreign Worker Program? these improvements help ensure the Temporary Foreign Worker Program is only used as intended ? to fill acute skills shortages on a temporary basis.?

Further reforms are expected as the Canadian Government seeks to balance market requirements with the needs of domestic workers.?

WASHINGTON (AP) ? For President Barack Obama, August was supposed to be the time when a major immigration bill landed on his desk.
There was hope for movement on a deficit deal with Republicans, and in the optimistic early days of his second term, even a belief that he would have achieved stricter gun laws.
Instead, Obama finds his fifth year in office beset by distractions, perhaps none with broader implications than the revelation of secret government surveillance programs.
That matter dominated Obama's hourlong news conference Friday. The issues that the White House had hoped to be promoting this summer? They played a diminished role, if at all.
The president set the tone, opening the session by announcing that he would work with Congress to make "appropriate reforms" to the National Security Agency surveillance programs. He also made clear that he had no intention of stopping the daily collection of Americans' phone records.
"Given the history of abuse by governments, it's right to ask questions about surveillance, particularly as technology is reshaping every aspect of our lives," he said, one day before leaving for a weeklong vacation on Martha's Vineyard off the Massachusetts coast.
Even without the NSA disclosures, Obama still would face the same political dynamic with congressional Republicans that stalled progress on immigration, vanquished hope of a long-term budget bargain and defeated gun control and other administration priorities.
It's a reality of any administration that unexpected challenges can arise and shake up the carefully laid plans.
But the scope of the surveillance programs, leaked by former NSA systems analyst Edward Snowden, makes this an issue that's probably will be more than a temporary distraction.
Obama's poll numbers have dropped since the programs became public, and that could hamper his political leverage. The revelations are particularly problematic for Obama because the issue strikes a chord with his base and can't simply be dismissed as partisan-driven.
Seeking to address critics of the secret programs, the president acknowledged at the news conference that he may have underestimated the public's concerns. He outlined steps that he said he hopes will increase public confidence in the programs.
One step is the creation of an independent attorney to argue against the government during secret hearings of the Foreign Intelligence Surveillance Court, which reviews requests for surveillance inside the U.S.
Obama also is forming an outside advisory panel to review U.S. surveillance powers.
The president says he welcomes the debate over government surveillance, though his national security team has said it never intended to tell Americans about the highly classified programs.
"There's no doubt that Mr. Snowden's leaks triggered a much more rapid and passionate response than would have been the case," Obama said.
The NSA revelations have more than intruded on Obama's second-term domestic agenda; they are entangled with some of his foreign policy priorities.
Snowden fled the U.S. first for Hong Kong, a semiautonomous region of China, and then Russia. Both China and Russia have complex and sometimes prickly relationships with the United States.
Russia granted Snowden temporary asylum, leading Obama to cancel plans to meet with Russian President Vladimir Putin in Moscow in September.
While relations with the U.S. and Russia were deteriorating, the Kremlin's decision on Snowden pushed them to a new low and underscored Russia's willingness to thwart the White House's demands.
Leaders in Europe, where many countries have stricter privacy laws than in the U.S., have criticized the surveillance problems. Obama has been pressed on the issue in meetings and phone calls with European leaders.
He appeared keenly aware of how other countries are viewing the surveillance and privacy debate in the U.S.
"To others around the world, I want to make clear once again that America is not interested in spying on ordinary people," he said. "Our intelligence is focused above all on finding the information that's necessary to protect our people and, in many cases, protect our allies."
The issue of government surveillance had been largely dormant until June, when stories broke in the Guardian newspaper and The Washington Post detailing secret programs to track U.S. phone and Internet records.
Every day, the NSA sweeps up the phone records of all Americans. The program was authorized under the USA Patriot Act, which Congress hurriedly passed after the Sept. 11 attacks.
The NSA says phone records are the only information it collects in bulk under that law. But officials have left open the possibility that it could create similar databases of people's credit card transactions, hotel records and Internet searches.

BEIRUT (Reuters) - Warplanes bombed a village in Syria's north overnight in an apparent effort by President Bashar al-Assad to prevent rebels fighting him from advancing on communities in the stronghold region of his Alawite sect.
Assad's forces are on the defensive in his family's home province of Latakia and recent rebel gains across northern Syria, including a military air base captured last week in Aleppo province, have further loosened his grip on the country.
Assad controls much of southern and central Syria, while insurgents hold northern areas near the Turkish border and along the Euphrates valley towards Iraq. The northeast corner of the pivotal Arab state is now an increasingly autonomous Kurdish region. (http://link.reuters.com/puw22v)
The mainly Sunni Muslim insurgents are battling to overthrow Assad, whose minority Alawite sect is an offshoot of Shi'ite Islam, in a civil war which erupted two years ago when mainly peaceful protests against his rule were put down with force.
As many as 20 people were killed in the air strikes on the village of Salma, including 10 civilians, six Syrian fighters and four foreign fighters, the anti-Assad Syrian Observatory for Human Rights group said on Saturday.
Salma is a Sunni village in the Jabal Akrad mountain range which overlooks the Mediterranean. Rebel forces comprised of mainly Islamist brigades, including two al Qaeda-linked groups and based in Salma, have killed hundreds in offensives this month and have seized several Alawite settlements.
Amateur video footage posted on the Internet showed a large apartment block with all its outside walls blown out. Men, some in military fatigues, were seen loading bodies onto a pickup truck.
ALAWITE REGIONAL STRONGHOLD AT STAKE
Assad has deployed extra forces in the region and the air raids reflected an urgent priority to protect the main region of his Alawite sect - 12 percent of Syria's 21 million people.
The president's forces have also been pushing to retake lost ground in neighboring Aleppo province, where insurgents have made significant headway over the past few weeks.
After the rebel capture last month of Khan al-Assal, a town southwest of Aleppo city, activists said on Saturday soldiers killed 12 civilians, including a woman, in a nearby town.
The government accuses rebels of executing 123 people in Khan al-Assal and activists say the killing in Tabara al-Sakhani, 12 miles to the south, could have been retaliatory.
Rebel-controlled districts of Aleppo city, once Syria's commercial hub but now partly reduced to rubble by the conflict, were also bombarded by army artillery, the Observatory said.
More than 100,000 people have been killed in the 28-month conflict and 1.7 million Syrians have been forced to flee to neighboring countries, the United Nations says.
Assad, whose family has ruled Syria for more than four decades, has relied on Alawite-led army units and security forces from the start, but has turned increasingly to loyalist militia armed and funded by Damascus to fight the rebels.
He has also enjoyed staunch support from Middle East Shi'ite powerhouse Iran, neighboring Lebanon's Shi'ite Hezbollah movement and the Assads' longtime arms supplier Russia.
His fragmented foes have received little military aid from Western powers that want Assad removed but are wary of the growing presence of radical Islamists in the rebel ranks.
