Canada Makes More Changes to Worker Immigration Program

The Government of Canada has announced that they will make further changes to strengthen the Temporary Foreign Worker Program, following on from the Economic Action Plan 2013.?

New implementations include a ?user fee? for employers. Jason Kenney, the Minister of Employment and Social Development, stated that the ?government?s number on priority remains jobs, economic growth, and long-term prosperity. These additional reports help ensure that Canadians are first in line for available jobs.?

As of July 2013, changes include a new $275 processing fee for every Temporary Foreign Worker position requested through a Labour Market Opinion, more stringent language options for the requirements (only English and French now allowed), and employers must make greater efforts to hire Canadians before advertising for foreign workers.

The main aim is to reduce the tax payer burden for the program, as public funds were previously used to process applications that often did not lead to a work permit being issued. This also increases efficiency as it dissuades employers from applying for Temporary Foreign Worker positions that they do not fill.

These reforms do not apply to on-farm primary agriculture positions covered by the Seasonal Agricultural Worker Program or the Agricultural Stream.

Minister Kenney said, ?the reforms announced today and in recent months further strengthen the integrity of the Temporary Foreign Worker Program? these improvements help ensure the Temporary Foreign Worker Program is only used as intended ? to fill acute skills shortages on a temporary basis.?

Further reforms are expected as the Canadian Government seeks to balance market requirements with the needs of domestic workers.?
