Rosberg fastest again in crash-marred 3rd practice

MONACO (AP) ? German driver Nico Rosberg posted the fastest time in the crash-marred third practice session of the Monaco Grand Prix on Saturday.

The Mercedes driver is aiming for a third straight pole position and will be confident heading into the afternoon's qualifying.

Monaco's razor-thin, sinewy street circuit again proved hard to handle and Ferrari driver Felipe Massa was fortunate to walk away unharmed after a heavy crash.

Lotus driver Romain Grosjean posted the second fastest time before crashing near the end, losing control as he came too fast into turn one, hitting the barriers and bouncing across the track. Earlier, Adrian Sutil lost control of his Force India and zigzagged across the track into the barriers

Three-time defending champion Sebastian Vettel was third quickest for Red Bull ahead of Ferrari's Fernando Alonso.

With last year?s leading receiver, Michael Crabtree, out an estimated six months with a torn Achilles tendon, 49ers coach Jim Harbaugh says he?s confident someone will step up to fill the void.

Harbaugh isn?t totally sure who that ?someone? will be, though.

Harbaugh said on 95.7 The Game that he believes the most likely candidates to take Crabtree?s place in the offense are last year?s first-round pick A.J. Jenkins and this year?s fourth-round pick Quinton Patton as well as Ricardo Lockette, who has never played in a game for the 49ers but spent most of last year on the roster and has reportedly looked good in practices.

?We?ll put Jenkins, Patton, Ricardo Lockette at the same position and let them compete and emerge,? Harbaugh said. ?The good news is that somebody will emerge because they have to.?

Harbaugh also said he believes the 49ers have a lot of depth at the receiver position.

?Then on the other side, Anquan Boldin, Chad Hall, Marlon Moore has been doing some really nice things in the offseason,? Harbaugh said. ?Joe Hastings will compete on the other side. Kyle Williams eventually will come back from his injury. He?s doing real well, coming along very nicely. And Mario Manningham ? probably a little bit later than Kyle, but he?s on track to be healed up and ready to go, as well. A real good chance for some young guys to emerge, get some reps and contribute. I very much anticipate that will happen.?

For the 49ers, it needs to happen. Crabtree was the 49ers? best wide receiver and a big reason that Colin Kaepernick settled into the starting quarterback job so smoothly last year. He won?t be easy to replace, but the 49ers have no choice but to find someone who can do it.

Soldier's slaying prompts UK security review

LONDON (AP) ? Both of the suspects accused of butchering a British soldier during broad daylight on a London street had long been on the radar of Britain's domestic spy agency, though investigators say it would have been nearly impossible to predict that the men were on the verge of a brutal killing.

Still, counter-terrorism officials said they are reviewing what ? if any ? lessons can be gleaned from the information they had leading up to the slaying Wednesday.

Authorities in the U.S. have similarly pledged to review their procedures in the wake of the Boston Marathon bombing, with the Boston police commissioner saying that cities should consider deploying more undercover officers and installing more surveillance cameras.

The British review comes amid an outpouring of grief over Wednesday's slaughter of 25-year-old Lee Rigby of the 2nd Battalion The Royal Regiment of Fusiliers. Rigby, who had a two-year-old son, had served in Afghanistan. Detectives say they do not believe the attackers knew him or that he was specifically targeted, but they are still investigating.

"We are looking at decisions that were made and reviewing whether anything different could have been done," said a British counter-terrorism official who spoke on condition of anonymity because he was not authorized to speak about the investigation. "But you can't put everyone under surveillance who comes on to the radar."

Prime Minister David Cameron said Thursday that the Intelligence and Security Committee would review the work of agencies such as Britain's domestic spy agency, MI5, in the wake of the attack "as is the normal practice in these sorts of cases."

In Britain, security officials operate under the "principle of proportionality," which means there needs to a compelling reason before any type of surveillance is undertaken.

Surveillance can range from watching a person's movements to intercepting phone calls and electronic communication. The greater the level of intrusion into a person's privacy, the higher the level of government approval needed.

Although British police have not named either suspect ? both are recovering from their injuries after being shot by police after the killing ? they had been known to law enforcement officers for as long as six years, the counter-terrorism official said.

One of the men ? seen wielding a bloody butcher knife in video footage after the attack ? was identified as Michael Adebolajo by two Muslim hardliners, Anjem Choudary and Omar Bakri Muhammad, who said they knew him as a Muslim convert who took part in demonstrations by a banned radical group.

A man who described himself as a friend of Adebolajo said the suspect was being "basically harassed" by security services.

Abu Nusaybah told the BBC on Friday that Adebolajo told him about six months ago that MI5 had approached him first to find out if he knew certain individuals and then to ask if he would work for the security service.

"He was explicit in that he refused to work for them," Nusaybah told the BBC.

It was not immediately possible to verify the claims by Nusaybah, who the BBC said was arrested immediately after giving the interview.

Scotland Yard confirmed that a 31-year-old man had been arrested Friday night on suspicion of terrorism offenses, but added that the arrest was not directly related to Rigby's murder.

Nusaybah also told the BBC he was aware of Adebolajo's participation in activities by the banned extremist group al-Muhajiroun. Adebolajo had been photographed at multiple raucous demonstrations by the group.

The group, whose name means "The Emigrants" in Arabic, captured attention shortly after Sept. 11, 2001, when it organized an event celebrating the airline hijackers who slaughtered thousands in New York, Washington and Pennsylvania.

But attending such demonstrations, investigators say, is generally not enough to put someone under surveillance or to lead authorities to believe men or women will turn violent. Trolling the Internet for extremist sites is also no proof a person will turn to violence.

In last month's Boston Marathon bombings, which killed three people and injured more than 250, at least one of the suspects had been known to authorities.

Alleged Boston bomber Tamerlan Tsarnaev, killed in a shootout with police, first came to the attention of U.S. officials in early 2011, when Russia told the FBI that he and his mother were religious extremists.

The FBI investigated them, and their names were added to a Homeland Security Department database used to help screen people entering and leaving the U.S.

But the FBI found nothing linking them to religious extremists or terrorists, and asked the Russians twice for more information. The FBI never heard back and closed its investigation in June 2011.

In the fall of that year, the Russians reached out to the CIA with the same concerns.

The CIA shared this with the FBI, and also asked that the names of Tamerlan and his mother, Zubeidat Tsarnaeva, be entered into a massive government database of people with suspected terrorist ties.

The FBI again reached out to Russia for more information, and never heard back. Officials in Boston have said the FBI did not initially share the warnings with them, though they acknowledge they might not have uncovered or disrupted the plot based on those warnings.

Boston Police Commissioner Ed Davis announced last week that the Boston Police Department and mayor's office will conduct reviews of the response to the bombings. Davis told Congress that cities should look at deploying more undercover officers and installing more surveillance cameras ? but not at the expense of civil liberties.

"I do not endorse actions that move Boston and our nation into a police state mentality, with surveillance cameras attached to every light pole in the city," Davis said.

Britain is already one of the most heavily watched countries in the world with more than 4.3 million CCTV cameras around the country.

Europol Director Rob Wainwright cautioned against changes that could disturb the balance struck by the "principle of proportionality."

"Investigators have to prioritize their work," Wainwright told The Associated Press. "There are limited resources, but it's not just a question of resources."

Technological advances, for instance, help investigators but also have led to a deluge of data for them to sift through, he said, noting, "The more data you have, the more potential you have for suspects."

Britain, meanwhile, was bracing for potential clashes with right-wing activists, who have promised demonstrations, as well as possible copycat terror attacks in the wake of Wednesday's killing.

Some 1,200 extra police have been put on alert in London.

Wednesday's attack was captured on video by passersby and made for gruesome viewing ? one man is seen with his hands stained red with blood and holding two butcher's knives as he angrily complained about the British government and troops in foreign lands.

Analysts say the attackers wanted the publicity to inspire copycats. Already, there has been increased chatter on militant sites, they said.

"We can see the tempo being raised," said Maajid Nawaz, a former jihadist who is now with the London-based anti-extremist Quilliam Foundation. "One of the reasons why these guys acted in this theatrical way was because of the propaganda effect so others would be inspired to do the same thing."

A British government official, who spoke on condition of anonymity because he wasn't authorized to speak about the ongoing investigation, confirmed the increase in chatter since Wednesday's attack but said no specific or credible plots had been detected.

Britain's terror threat level has remained unchanged at "substantial" ? the middle of five possible rankings ? since the slaying of Rigby.

His anguished widow, Rebecca Rigby, spoke of her loss Friday at a news conference at his unit's headquarters. "I love Lee and always will," she said, sobbing.

His stepfather, Ian Rigby, read a statement on the family's behalf, including the final text the soldier had sent to his mother, who was too upset to speak.

"The last text he sent to his mum read, 'Goodnight mum, I hope you had a fantastic day today because you are the most fantastic and one in a million mum that anyone could ever wish for. Thank you for supporting me all these years, you're not just my mum, you're my best friend. So goodnight, love you loads," Ian Rigby said.

Many Americans will take to the road this Memorial Day weekend. Although fuel prices are down in most of the nation compared with last summer, Americans will still spend more than $1.4 billion filling up during their Memorial Day travels, according to a new analysis by the Union of Concerned Scientists (UCS). In the?Midwest, refinery outages and maintenance have pushed prices up as much as 68 cents in the past two weeks.

So how can you save money on gas?

"Automakers are churning out more models that are making it easier than ever for consumers to choose fuel efficiency, save money on gasoline, and reduce our oil use,??Josh Goldman, policy analyst for UCS?s Clean Vehicles program, said in a statement. ?When Americans begin planning for their next Memorial Day adventure, they should remember that a great way to have more money to spend on ice cream and sunscreen is to use less gasoline by investing in a fuel-efficient vehicle.??

Amid the rubble, laughter and tears for one family devastated by tornado

OKLAHOMA CITY, Okla. ? A little treasure in the debris of a home that once welcomed Rebecca Garland's four grandchildren gave her such a delight as her friends and family scoured the mountain of rubble for any mementos left behind by Monday's powerful tornado.

?This is where we measured the kids' height!? she exclaimed as her son Lee held up a piece of a wall showing the rising tick-marks as his three boys and little girl grew taller and taller ? her "sugars," she calls them. ?Oh! Oh! ... That's priceless.?

?Little stuff like this,? said Lee, 41. ?It can go in the new house.?

Such was the talk among the Garlands, their two adult children, and the many friends who stopped by on Wednesday ? with brownies and cupcakes, plastic boxes and a couple of hugs and laughs ? as the couple contemplated the road ahead after Monday's tornado tore apart their house, which was built by Rebecca's husband, Dan.

The pair, who have owned a construction business for more than 30 years, also built the homes next door for Dan's 91-year-old mother, Bobbie, and his neighbor, Ron Bowie.

Those houses were destroyed, too, as the tornado tore a devastating swath through their scenic neighborhood of rolling green hills, century-old trees and farm animals.

Lee Garland found a piece of sheet rock marked with the heights of his children from his parents' home May 22 in Moore, Okla. He cut the piece out of the wall when going through the rubble to save and install when his parents rebuild.

Bobbie won't rebuild, but Bowie said if he does, he'll enlist his neighbors again.

?It's kind of an emotional thing,? said the Garlands' other son, Max, 36, as he stood next to the many jagged and splintered pieces of wood that once made up his parents' one-story home. ?We framed and built these houses.... Part of your life is destroyed in a way.?

The Garlands plan to rebuild, which could take up to nine months ? depending on when they get started. For now they are bunking with Max, and they'll soon head to the house of family friends ??the Portells ??who hunkered down with them during the tornado in their storm shelter.

?What's good about this group is you can always find a blessing in disguise,? said Todd Portell, 32, who works in sales and whose wife, Jana, has known the Garlands since she was a child. ?Through the rubble we've always found something to laugh about, something that's good.?

There were many laughs and giggles among the group of friends and family, especially from Rebecca, 63. As a wind picked up two cardboard boxes, swirling them through the air, she cracked: ?Oh, look at a wind tornado! How dare you!?

?Hey you little pipsqueak, we're not scared of you!? Dan, 65, chimed in.

?We've laughed a lot,? his wife noted. ?We've cried, too, but we've laughed.?

As they scrolled through items like their wedding album and a scrapbook (?Here we are when we were king and queen. And here we are as Sonny and Cher,? Rebecca mused of the photos), Dan had a difficult moment.

?There's sentimental value, and that makes it a little more touching and a little more emotional. (Other stuff) is just scrap and junk that you can replace. Memories ... (it's) hard to replace those things,? he said as he choked up.

?At least they're in the heart,? Rebecca said.

?Yeah but, I mean, it's the end of things,? Dan said.

That ending began Monday, when the Garlands, eight friends and two dogs sought safety in the storm shelter at the foot of their house.

With the more than 200 mph whipping winds, Dan struggled to hold the door shut, and Portell and another friend jumped up to help him. That door, dated in pen "05/1/01" for when the shelter was put in, is now bent, revealing the precariousness of their safety.

?The whole storm shelter was vibrating. We thought it was going to suck us out of the ground, the whole thing. It was the most frightening thing I've ever experienced in my life,? Rebecca said. ?The sound was 1,000 times at least louder than airplane jets. Your ears were popping, just, pop, pop, pop.?

That the storm shelter barely held has Rebecca making the case for a storm cellar built into the basement of their new house, although they don't know yet what the rest of their new home will look like. Dan had always resisted going in the detached storm shelter during tornadoes, but he is now angling for a safe room.

?I prefer the safe room on top of the ground if I can convince her that that would be safe,? Dan said.

?I was underground, and I didn't feel safe, so I'm not sure,? Rebecca said.

But first, they'll have to finish scouring the debris for mementos, bulldoze everything to the street, take out the footing, foundation ??everything ??from the house, Dan said.

?We're starting from scratch,? Rebecca noted.

Insurance should cover the cost, they hope.

?If I think about this ... the work and the time spent, it's emotional ... just emotional,? Dan said. ?I'm not as young as I used to be. I'll do it over again, that's it.?
